2014-2020 Programming Period

With the experience gained through the implementation of NSRF projects, HPPC’s main objective during the 2014-2020 Programming Period is to, directly and indirectly, take action to generate income and employment based on the principles of sustainable development and innovation for smart specialization, contributing to performance improvement, efficiency and the quality of Greece’s productive output.

In particular, in the context of the Programming Period 2014-2020, the company seeks:

  • The development of new sustainable business activities, especially in the field of renewable energy sources (RES) and rural development, where the company seeks to create a real estate portfolio based on geographical areas and sectors.
  • To provide for the first time special emphasis on the provision of state aid for the development of private investment in tourism, culture, RES, rural development and urban regeneration, with the aim of developing a new type of entrepreneurship.
  • To protect the environment and promote the efficient use of resources. In the context of sustainable development, the company’s goals focus on the protection and promotion of the natural and urban environment, the improvement of energy efficiency of facilities and the promotion of low-impact farms.
  • The transition to a low carbon economy.
  • To adapt to climate change and the protection and management of water resources.
  • The further promotion of company activities and services in the Digital Age and in the information society. The completion of digitization of spatial data and recording of assets and the improved accessibility of the company’s digital real estate portfolio.
  • The improvement of HPPC’s administrative capacity, in order to meet the increased demands of the efficient and effective reorganization of its operation, both in central services and in its regional structures and branches.
  • To enhance research, technological development and innovation.
  • To promote social inclusion and the fight against poverty.

More specifically, actions concern:

Inclusion of the Act "Restoration and Promotion of the Achilleion complex in Corfu (Phase II)"

The relevant Act for Achilleion is implemented in cooperation with the Ministry of Culture & Sports, as co-beneficiary of the Act, in the framework of a signed memorandum of cooperation with the Region of the Ionian Islands, as funding body.

Short Description: The Achilleion complex is located in the mountain village of Gastouri, 10 km southwest of Corfu town on the Garitsa peninsula and overlooks “Kanoni”. It is one of the most famous and popular historical sights of Corfu. The building complex of Achilleion consists of four main buildings, the Palace and the buildings of the Barron’s, Guards and Gatehouse. The complex of buildings and the surrounding area has been designated a Historic Listed Monument.

The project includes:

  • Restoration work on the palace, work on the courtyard,
  • Restoration work on the Barron’s, Guards and Gatehouse buildings,
  • Restoration and promotion of the Heine scale

According to the study, the permits issued during the First Phase of the Act were also prepared,

  • maintenance of fixed and movable exhibits, murals and mortars,
  • creation of museum constructions,
  • design and production of multimedia applications,
  • exhibition lighting,
  • production of supervisory material and implementation of the Museological – Museographic study of the palace’s exhibition

Inclusion of the act "Modernization of Lifts of Parnassos Ski Center (Phase B)"

Short description:

The operation concerns the execution of additional works for the optimization of the project that was implemented in the previous programming period titled “Modernization of Parnassos Ski Center Lifts Phase one” in order to complete the functional integration of tourist facilities in the Kellaria and Fterolaka areas of the ski center with new lifts for visitors and an upgraded power system.

The relevant Act for the Diros caves is implemented in cooperation with the Ministry of Culture & Sports, as co-beneficiary of the Act, and with the Ministry of Tourism, as financing body.

In order to ratify the cooperation, the relevant memorandum of cooperation has been concluded.

Short Description: The caves of Diros are located 5 km north of the Municipality of Pyrgos Diros, 83 km. southeast of Sparta. They consist of the Alepotripa and Vlychada caves and the Diros shelter. Only the Vlychada cave can be visited, which is partly submerged by a subterranean lake, and it can only be accessed by boat.

The project includes:

  • The restoration and promotion of the Alepotrypa and Vlychada caves
  • The modernization of building facilities at Diros, Prefecture of Laconia
  • The improvement of services provided
  • The upgrading of existing facilities and the area surrounding ​​the two caves as monuments of cultural, historical and archaeological interest
  • The demolition of the existing museum and construction of a new building to house the Mani Caves Prehistory Museum.

Inclusion of the Act "Subsidy of HPPC for the Implementation of the Act Eco-tourism park of Fanari, Rodopi. Modernization of basic infrastructure networks and development of new tourist facilities"

Short Description: The project concerns the environmental protection – promotion and management of the natural environment of the real estate area owned by GNTO, under the administration and management of HPPC, area of ​​about 169,000 square meters in Fanari, Komotini Municipality, Rodopi Prefecture. The properties of HPPC fall in the peripheral zones C1 and B3 of the National Park the wetlands of the Delta Nestos, Lake Vistonida, with lagoon and lake characteristics of Lake Ismarida and the wider area, as defined in joint ministerial decision KYA 44549 (Government Gazette 497/Δ/17.10.2008). The area is adjacent to the Xirolimni lagoon and the settlement of Fanari – and is included in the Natura GR1130009 institutionalized as a protected area “Lakes and Lagoons of Thrace – Wider area and coastal zone”.
Based on environmental and operational criteria, planned interventions in the area target low environmental impact activities and facilities:
restoration of abandoned building facilities to serve GNTO visitors
development of eco-tourism activities, forming a single and open eco-tourism park of local character in order to avoid unlawful encroachment of public property.
The project includes
The construction of facilities and infrastructure networks that will support the operation of the eco-tourism park and are organized in two functional zones that include:
• Refreshments area and sanitary facilities of light construction 44.13 square meters.
• An area for ​​outdoor sports activities covering ​​about 6,000 square meters
• Plantings along the provincial access road.
• Restoration, functional upgrade and reuse of the existing building for the staff – bathers area 918.00 square meters
• Reception Center, environmental information and orientation area 130.99 square meters
• Medium Voltage Substation and machine room for the electrification of park facilities
• Changes to the area surrounding ​​the reception center 3,032.00 square meters.
• Parking for 30 cars
• Children’s play area – playground.
• Creation of sightseeing and thematic routes for visitors to the area who wish to get to know the natural environment (construction of a sidewalk approximately 1,055 meters)
• Projects to protect, improve and enrich vegetation
• Construction of four special access sea corridors for the disabled
• Water supply, irrigation, sewerage and electricity networks
• Signage with information about the wetland and important elements of the natural environment

The relevant Act for Lake Kaiafas is being implemented, in cooperation with the Ministry of Culture & Sports, as co-beneficiary of the Act, in the framework of a signed memorandum of cooperation and with the Ministry of Tourism, as funding body.

Short Description: The Kaiafas Thermal Spring Complex of Ilia includes thermal springs and facilities, as well as the wider natural environment of great ecological and aesthetic value with rare biodiversity that extends to the sea. The complex consists of Lake Kaiafas, the island in the lake and the beach area. The property is part of the Site of Community Importance “Dunes and Coastal Forest of Zacharos, Lake Kaiafas, Strofilia, Kakovatos” under the NATURA 2000 European network (code 2330005).

The total area of the “Kaiafas Thermal Spring” property covers 6,139,000 square meters. It is owned by GNTO, except for the coastal zone and the lake – designated as a lagoon – which belongs to the administration and management of EOT and today to HPPC SA.
The operation area covers an area of ​​120,868.58 square meters.

The project includes:

  • A part of existing buildings legalized with the no. 508131 / 29.01.2002 “Certificate of legality of tourist building facilities of Kaiafas baths”
  • Modernization of infrastructure
  • Environmental protection, information and awareness-raising projects, as well as restoration of affected areas, as described in the environmental impact study.

Through the Act, the implementation of the necessary interventions to form a prototype ecotourism model is aimed for, which will result from the implementation of a mixture of actions to:

  • Modernize existing facilities
  • Restore the natural environment
  • Create a park of environmental awareness and activities on alternative forms of tourism
  • Use innovative methods to address the integrated concept of eco-development, and
  • Secure financial viability for the operation and protection of the project and the natural environment
